*A CALL FOR ATTENTION*

I share my following opinions below:

My motivation to speak out publicly is because I am being forcibly displaced from my home.

I have memories in this home with my deceased father. I wouldn't be in this home without my Dad. I watched "Field of Dreams" with my Dad in this home. I gifted him a signed baseball by Dwier Brown, the actor that played Kevin Costner's Dad in the movie, inscribed "Wanna Have a Catch?" ... as an immigrant parent unfamiliar with American sports, he learned to play catch with me because of how much I loved baseball.

Angelinos are made up of roughly 50% Latinos.

As a child of immigrants who were displaced from their home country by a Civil War that started the year I was born over here and didn't have a cease fire for over 20 years, I know, like we know, displacement.

I feel the need to say these things before I am forced to leave.

As my health does not permit, and it took me agonizing weeks to get this far, I won't not be able to flush things out fully, but I absolutely feel the need to mention the following...

The Regents of the University of California (UC Regents) and its ecosystem including UCLA Health are making a systemic effort to diminish my health to the point where I cannot speak out.

If that were to ever happen, I consider my full records complete with all metadata from UCLA Health / The UC Regents' ecosystem, including all electronic and other communication pertaining to myself, to be public record and would like their full release to be made to the public by the United States government.

I believe the full record files are being concealed to cover-up violations of CA's Sex Trafficking / Human Trafficking legislation (CA Penal Code 236.1 / CCC 52.5).

The files will have answers to that question.

Release the files.

The facts I recounted - and for which I witnessed extensive dictation taken into UCLA Health's electronic health records system - that establish Human Trafficking violations, can be found within my full records, and metadata is needed to investigate and reveal any data tied to any criminal acts within the institution to cover-up / conceal / aid & abet / or be an accessory to these violations before, during, and after they occured.

I believe that primary motivations to do this in 2025 tie to covering-up "Human Trafficking" impacting a statutorily-defined "Dependent Adult" and its pertinence to federal home health aide fraud investigations, for which said services were concealed from, and vitally necessary for, myself, a disabled chronic PTSD patient.

I believe primary motivations also include concealing a disabled chronic PTSD patient's full medical records that contain over 10 years of stautorily-defined "Hate Crimes" (race, disability) (CA Penal Code 422.55, 422.6) from the U.S. Department of Justice's racial discrimination investigation, and eventual intervened lawsuit, into UCLA's David Geffen School of Medicine (DGSOM), including crimes committed by UC employees. Records are needed to investigate.

In 2026, I believe these reasons extend to cover-up new "Hate Crimes" (CA Penal Code 422.55, 422.6) and what is defined as "Torture" in CA legislation (CPC 206) created via obstruction through a criminal witholding of treatment/medication to create, prolong, and esacserbate suffering, block the ability to get legal recourse necessary for survival, and extrajudicial methods of intimidation & retaliation as reported in part to the U.S. HHS OCR (with me being singled out based on racial discrimination, as vitally applicable to the DOJ v. DGSOM intervened case, and highly-targeting and exploiting my disabilities).

For further context, my full records with all metadata will also speak toward concealing over a decade of intentional mandatory reporting failures under California's EADACPA that include the abuse of a "Dependent Adult" and involve racial discrimination, gender discrimination, disability discrimination, anti-Black and other hate crimes, domestic violence, and sex / human trafficking.

My full records with all metadata is required to pursue a civil case that I believe is being obstructed in part to prevent the U.S. DOJ from being able to intervene in a filed lawsuit brought by myself.

All of the above include violations of federal law that would jeopardize billions of dollars in future Medicare & Medicaid (Medi-Cal) funds sent to California, as well as involve the ability of the federal government to clawback over 10 years of fraudulently certified Medicare & Medicaid (Medi-Cal) funds already provided.

I have found myself in the middle of an extreme example of institutional corruption putting profit ahead of horrendous human suffering.

Of particular pertinance regarding covering-up Sex Trafficking violations are dates in my full records on February 7, 2025, April 11, 2025, and June 13, 2025, for which full records, including all metadata, is of absolute necessity to investigate and fully reveal, in accordance with the most basic of federal law.

As mentioned in my May 17, 2025 U.S. HHS OCR Complaint, my basic clinical record for the UCLA Health sessions on April 11, 2025 and June 13, 2025 contain highly abnormal 10-day and-17 day windows of time from when the records for those sessions were created and filed.

A home health aide, pertinent throughout the duration of this entire 10+ year span, was of critical relevance to crucial circumstances the patient described to the UCLA Health clinic that facilitated / would have 

prevented Sex Trafficking violations that would follow after the February 2025 session.

I believe this was intentionally covered-up during those 10-day and 17-day windows of extreme records abnormalities.

Release the files.

Stop actively harming your victim's health in an attempt to create silence.

Risk factors for Trafficking were also described to the clinic prior to the 2025 sessions including being a victim of domestic violence and a relative's manipulative overtures to organ donation having an uncomfortable energy the patient likened to organ harvesting.

I believe the latter is also being concealed via hiding the full records and all metadata.

Those risk factors were described in 2024 to the same resident, Dr. Chelsea Shannon, that conducted the February, April and June 2025 sessions mentioned above.

In an August 9, 2024 session, I reported physical domestic violence to Dr. Shannon, which my full records will elucidate.

Prior to this, during a March 1, 2024 session, I reported threats made by my domestic partner ('I shouldn't be around you. I think about hurting you') directly to Dr. Janice Cho and again to Dr. Bruce L. Kagan in Dr. Janice Cho's presence.

I received no contact from APS via mandatory reporting protocols that I did not know existed.

The physical domestic violence reported on August 9, 2024 was preventable.

Other risk factors known to the clinic include, but are not limited to, extreme isolation, severe emotional neglect from remaining two family members for which there is regular or semi-regular contact, multiple disabilities, economic hardship, and very low emotional support / very low support network.

Medical students / residents are supposed to receive training in being able to spot signs of Trafficking.

In the UCLA General Outpatient Clinic I attended, resident-led medical visits are conducted with very low supervision, described as follows.

A 30-minute session generally has a resident alone with the patient for 20 minutes, the resident then leaves the room for roughly 5 minutes to communicate with an attending physician (relaying information that the attending never witnesses or examines themselves, yet the attending physician takes legal responsibility, and is billed for, the session) and the resident returns with the attending physician for the final 5 minutes of the session.

UCLA's residency training program states:

"We often describe ourselves as a 'resident-led' program" and that "is reflected in the level of autonomy" residents are provided.

Dr. Bruce Kagan was the attending physician for the April 11, 2025 session that I was not able to attend in-person due to debilitating nausea as a somatic symptom of PTSD, a symptom I reported as occuring multiple times.

As mentioned in my HHS OCR report, my basic clinical record incorrectly states and attributes to Bruce L. Kagan, "I saw and evaluated" the patient and "I discussed the case with the resident and agree with the findings and plan of care as documented in the resident's note."

That session involved the 10-day gap that followed.

The next session, on June 13, 2025, remarkably does not contain an electronic signature by an attending physician.

That session involved the 17-day gap that followed.

These sessions bring into question the adequacy of supervision and training at UCLA Health, the DGSOM, and related issues at discussion involving the U.S. DOJ.

As referenced below, I sent 10+ Notices of Federal Anti-Discrimination and California Hate Crime Violations to dozens of UC System (UCLA, UCOP, UC Regents, and one to the CA Governor) leadership positions. I never received a substantive response.

Ignoring 10+ Notices of Federal Anti-Discrimination and California Hate Crime Violations is pertinent to the DOJ lawsuit involving anti-semitic discrimination and is indicative of the "deliberate indifference," or worse, alleged by the DOJ and vehamently denied by UCLA's Chancellor and the UC President.

I sent all notices to both the UC President and the UCLA Chancellor.

*** DOJ v. Regents on RACIAL DISCRIMINATION: ***

Of fundamental note - and crucial timing regarding my insistence upon receiving my full records, the DOJ's intervention into the DGSOM racial discrimination lawsuit, and instances of retaliation, intimidation & harassment that would follow (all occuring within days of one another) - are the enormity of experiences reflected in my full clinical record, with all metadata, tied to racial discrimination.

I do not have the health capacity to go into all details at the moment (my health has deteriorated to the point where I eat a large portion of my meals via straw from medical-grade tube-feeding meals), and have taxed my health to get to this point of publicly communicating what is presented here only due to the great coercive duress I have been subjected to and am actively encountering, but feel it is necessary for me to share a few details to ensure these are not hidden from the public, as intended by systemic corruption and malfeasance.

The entire duration of my tenure as a UCLA Health patient involves me extensively reporting - to each resident I saw across over a decade (11 total) - a violent, anti-Black hate crime I encountered involving the parents of my domestic partner.

I mentioned this violent, racist hate crime during the first session with a new resident each and every year from 2015 - 2025.

This violent, racist hate crime was never reported (I was never contacted by APS, which I did not know existed and that I should have been contacted by) and I was never treated for it.

The UCLA David Geffen School of Medicine's purported Diversity, Equity and Inclusion (DEI) policy is a sham.

** In addition to dates pertinent to Human Trafficking / Sex Trafficking, of crucial relvance to the extensive human rights abuses I have encountered in 2025-2026 involve the concealment of full records tied to racial discrimination that include a June 16, 2023 appointment where I extensively described, and witnessed extensive dictation taken regarding details, nuance, subtext, etc., a report I made to Dr. Dennis Dacerett-Galeano regarding a previous resident's tenure from 2019-20 named Dr. Gregory Gabrellas that involved racial discrimination. **

My full records with all metadata tell this story and I require them to share this story with federal investigators, the public, and tied to myself, without having to recount needless trauma (for which I also commented on its triggering nature to Dr. Dacerett-Galeano and this should reflect in the full records).

I will point out the following:

Prior to being admitted to the residency program at UCLA Health and the David Geffen School of Medicine, Dr. Gregory Gabrellas appeared to write a publicly-available article on the world wide web with a highly-condescending tone that seems to chastise people of color and allies for directly pursuing racial justice in lieu of his apparant preference for Marxism in a brief manifesto that used terms such as:

"race pimps."

The article is titled "Paving with good intentions" (as in 'the road to hell is paved with good intentions) and also arrogantly admonishes:

"To solve problems, we need to understand them" after referencing "[a]nti-racist activism."

This is a byproduct of the supposed DGSOM 'holistic review' of applicants thoughtfully designed and executed to help redress historical marginalization and discrimination.

Yet the discrimination, health inequity, and lack of inclusion for my diverse experiences appear to have no human value at UCLA Health and its General Outpatient Clinic.

Also of key note is that on February 7, 2022, UCLA's Daily Bruin reported an alarmingly extensive exposee of racial discrimination against the David Geffen School of Medicine's Psychiatry Department - with whistleblowers that are either faculty (with tenures at the school as long as 48 years), staff, or a resident doctor - that also includes retaliation and other allegations.

The whistleblowers in that article can be contacted for further comment including regarding Dr. Bruce L. Kagan whose tenure at UCLA extends past 40 years and is a focal point in my May 17, 2026 U.S HHS OCR Civil Rights Complaint.

On February 26, 2023, the Daily Bruin followed up on the February 7, 2022 whistleblower report with a letter to the editor by the department's DEI Vice Chair Eraka Bath, DEI Associate Vice Chair Enrico Castillo, and Interim Director at the David Geffen School of Medicine Department of Psychiatry and Semel Institute for Neuroscience and Human Behavior, Helena Hansen.

The letter noted that trainees would attempt to discuss the racial discrimination whistleblower report to "faculty supervisors [by trainees] looking to start a dialogue, only to be told that the faculty members and trainees quoted in the article 'had an axe to grind' and were 'airing dirty laundry.'"

The letter by the DEI executives flippantly declared and excused that they "still face racialized inequities in our department" while proceeding to enumerate an extensive PR-style list of 'actions taken' that inexplicably, tacitly still result in "racialized inequities in our department."

I believe it is clear that legitimate, voluntary changes are antithetical to the way of doing business on campus.

Those articles are in 2022 and 2023.

Start reading again from the top until you get to 2026.

I do not have the ability to detail the 2025 Trafficking-related experiences in the clinic at this time and will require my full records with all metadata to find accountability and justice.

Those events include experiences with Dr. Conrad Fletcher, a resident I began seeing on July 25, 2025.

I had mentioned to doctors at UCLA Health's clinic for many years that a doctor with lived anti-Black racism experience would be very useful to my healing.

After ten years into my tenure as a patient, and shortly after the February, April, and June 2025 sessions particularly relevant to Sex Trafficking / Human Trafficking (the middle involving the 10-day gap and the latter involving the 17-day gap), and the DOJ's May 2025 investigation into the DGSOM regarding racial discrimination, I finally had a Black doctor.

He recommended at the end of my first session with the attending (Dr. Kagan) out of the room that I try to get some sun that weekend as 'people with our melanin need more sunlight' (paraphrasing).

After that session, his actions abruptly changed and pivoted to someone who appeared from my vantagepoint on hindsight to be manipulated and exploited after what I later discovered (post constructive abandonment on December 5, 2025) that the July 25, 2025 session was one that would result in a misdemeanor for Dr. Fletcher for failing to mandatorily report the various abuses including Trafficking abuse and distress I emphatically described to him and Dr. Kagan that session.

Dr. Kagan's failures to mandatorily report my abuses extends to over a decade. Forty-eight hours after this session Dr. Fletcher would face liability for such a failure as well.

Dr. Fletcher's behavior changed afterward.

It would be reasonable to suspect this may be a pattern with new residents.

Interviewing residents and investigations are necessary.

Unfortunately, despite whatever coercion may or may not have occurred regarding Dr. Fletcher, his treatment of me was abhorrent and suggests an ease of corruptability.

As with every other resident, I mentioned to him the anti-Black hate crime I encountered (where I refer to being repeated called the 'N-word').

I also emphatically referenced the harm I was actively experiencing based on the facts I reported to the clinic during the prior June 2025 session.

The UCLA David Geffen School of Medicine's DEI policy is supposed to be in furtherance of aiding vulnerable populations.

I recall his mentioning while introducing himself that he went to an HBCU (Historically Black College or University) in Alabama, medical school in Chicago, and that he is "from here" (implying Los Angeles).

Part of the DEI holistic review involves 'distance travelled' to reflect hardship overcome in order to attend medical school at the prestigious University of California at Los Angeles (opposed to being a disingenuous proxy for race motivated by PR-reasons opposed to legitimate redress).

Oddly, his distanced travelled effectively started at Loma Linda, CA and ended "here" (roughly 74 miles apart, with education elsewhere).

I don't believe that is what the DEI policy had in mind.

I certainly know that the treatment I received from Dr. Fletcher and Dr. Kagan do not reflect what the DEI policy supposedly has in mind.

The Regents of the University of California and its ecosystem involving UCLA Health appear to wish to quelch this information.

I suspect the gender discrimination referenced in my basic clinical record in on August 13, 2021 ("[patient] implored us to ask ourselves if we would ask to speak with the abusive boyfriend of a female patient") is also being concealed via blocking access to my full records with all metadata and the full transcript of those events.

I need to cease writing about these topics for the moment, but I will lastly mention that previous therapist abuse I reported to Dr. Rahael Gupta (during my final session with her on June 24, 2022) is likely also being actively concealed.

My basic clinical record states, "[T]herapist suggested grabbing a beer, relationship was too casual...".

What it does not mention, but I suspect my full records with all metadata will reflect, are the sexually inappropriate comments he made tied to his masturbation and pornography habits.

These anecdotes were repeated to the following resident (Dr. Dacerett-Galeano) and should be reflected extensively in the full records with all metadata (Dr. Dacerett-Galeano's verbal reactions included, to paraphrase quite closely, 'wow, he really did a number on you' regarding the harm I described).

I need to stop for now.

Since September 1, 2026, I have sent Ten Notices to the contacts below that include Governor Gavin Newsom, David Geffen, The Regents of the University of California (UC Regents), The David Geffen Foundation, and various individuals with executive or leadership positions under the UC Regents ecosystem including Julio Frenk, The Chancellor of UCLA, James B. Milliken, The President of the University of California, various CEOs, Deans, Presidents, Vice Presidents, numerous Chief Officers (Legal/Counsel, Risk, Compliance, Privacy, Health Sciences) within the UC Regents ecosystem, and a litany of UC/UCLA/UCLA Health attorneys.

These notices, the most recent of which is pasted below, raise deeply problematic areas of public concern including gross injustice.

If you are reading this, please contact all individuals listed to express the sheer unacceptability of these alarming circumstances of institutional profit put ahead of patient health, in this case of a disabled chronic PTSD patient whose confided upon health conditions are being weaponized toward Obstruction of Justice toward the DOJ's intervened David Geffen School of Medicine lawsuit (recent DOJ matters against UCLA have involved billions at stake including federal funds and fines), civil law matters in relation to myself (expressly stated, repeatedly, to the Regents ecosystem, that my then-current health needed to improve, not decompensate, in order to pursue) and my FBI and HHS OCR Reports, and criminal matters as determined by federal and California state authorities).

That includes the interaction of my exploited disability and chronic PTSD to California's protections against Hate Crimes (CPC 422.6) in relation to The Regents of University of California's ecosystem.

The email header of this report sent on Sep 1, 2026 at 9:56 PM indicates and contains the proper "<OCRComplaint@hhs.gov>" address for complaints in the sent "To" section of the email, as sent, opposed to a potentially tampered with "To" section instead displaying the HHS general inquiry inbox of "<OCRMail@hhs.gov>" that would substantially delay filings, the latter address of which is instead indicated in HHS's reply to the report dated Sep 2, 2026 at 7:08 AM, which forwarded back to me a copy of my tampering and obstruction report submission.

In addition, the text of the report submitted to HHS on September 2, 2026 at 2:19 PM regarding the potential Tampering and Obstruction of numerous HHS Filings (including an HHS Intimidation & Retaliation Report) and an FBI Report, was sent to Governor Gavin Newsom on that same day via the www.gov.ca.gov/contact form, stating urgency, and with the message subject of "Budget 2026-27" selected within the choices presented and with the following header:

"Forwarded message re: UC Regents sent to/from U.S. HHS OCR in re: Cyber Crimes tied to UC Regents-related HHS OCR and FBI Reports involving CA State budget/financial matters."

In congruence with previous emails on the matter, and partially referenced above, the following people, positions, entities, or institutions are included and notified in this communication and were notified in previous notices as described:

The following email has been sent to the U.S. HHS OCR today after what appears to be a troubling revelation of Cyber Crimes obstructing FBI & U.S. HHS OCR Reports & Updates I have submitted across the past 3-4 months.

(as I finally received a response, only to my 9/1/26 HHS Intimidation & Retaliation Protection Report Update (report submitted on 8/20/26) asking for a case number to fuse to the original HHS complaint (the first being a 5/17/26 report with updates on 7/8/26 and onward), a case number that never arrived across multiple submissions).

There may be an implication of those emails never having been received by U.S. HHS OCR or the FBI via cyber malfeasance.

As a disabled patient, my ability to fully rectify these matters are impeded (and actively exploited), including for reasons specified in an HHS OCR Intimidation & Retaliation Protection Report.

Please contact all resources listed below at The UC Regents, David Geffen School of Medicine, UCLA / UCLA Health, The David Geffen Foundation, government officials, and otherwise, to hold this situation immediately accountable.

There seems to be a highly troubling pattern of my HHS reports encountering Cyber Crime obstruction, for reasons stated below, including the fact that I have yet to receive HHS or FBI case numbers for reports and updates I have submitted on 5/17/26, 7/8/26, 7/19/26 and 8/20/26.

I submitted my original HHS OCR Civil Rights Complaint via PDF attachment on 5/17/26 to OCRMail@hhs.gov

I have yet to receive a case number. Please provide one as soon as possible. I have reattached the original complaint.

I have been experiencing cyber crime-consistent malware issues on my phone tied to the UCLA, David Geffen School of Medicine, and UC Regents issues for many months.

I submitted an FBI IC3 Cyber Crime Report via portal on 7/19/26 with an FBI submission ID for this report as follows: f970157328c94b79b533404581020543

I have yet to hear back regarding the FBI IC3 Report as well.

I re-submitted my original HHS OCR Civil Rights Complaint via PDF attachment on 7/8/26 to OCRComplaint@hhs.gov (as well as OCRMail@hhs.gov) as I discovered multiple times that OCRComplaint@hhs.gov was the email address indicated on the hhs.gov website, whereas it appears I was originally presented a malware spoofed version of the HHS.gov website indicating a page and HHS OCR Form that stated to send the complaint to the general inbox of OCRMail@hhs.gov, which this email appears to be sent from.

I indicated this potential HHS.gov spoofing instance (occurring 5/17/26 and prior) in my 7/8/26 complaint update.

I have also yet to hear back with a case number from HHS after the 7/8/26 update to my complaint (during which I reattached / resubmitted the original HHS OCR Civil Rights Complaint submitted on 5/17/26) and expanded the scope of my complaint to include over 10 years of racial discrimination, disability discrimination, and gender discrimination, and involving a violent hate crime, domestic violence, and obstructing a disabled patient's access to justice and obtaining legal recourse (in addition to concealing criminal and civil liability tied to CA statutes mentioned in the initial complaint tied to Human Trafficking (CA Penal Code 236.1 / CCC 52.5), Elder/Dependent Adult Abuse (CA Penal Code 368 / EADACPA) and Sexual Harassment by a Professional (CCC 51.9).

I also indicated in my 7/8/26 Update a link to a website I created regarding the Regents of the University of California, David Geffen School of Medicine, UCLA Health investigation subject matter at: healthfraud.org

I submitted my original HHS Intimidation & Retaliation Protection Report to OCRComplaint@hhs.gov (as well as OCRMail@hhs.gov) on 8/20/26 asking for urgency as acute and long-term health is involved.

I have yet to hear back with a response or case number from HHS regarding the Intimidation & Retaliation Protection Report submitted on 8/20/26.

With regard to the HHS Intimidation & Retaliation Report Update mentioned here (and submitted yesterday on 9/1/26), I also submitted that report to OCRComplaint@hhs.gov (and did not submit it to OCRMail@hhs.gov this time).

The text in the email I am now responding to here, which forwards / references the HHS Intimidation & Retaliation Report Update (9/1/26), seems to show email header field metadata indicating a submission to OCRMail@hhs.gov (not OCRComplaint@hhs.gov as submitted), as copied and pasted below.
